Brokerage prices were held artificially high by the "Wall Street Country Club" in collusion with the government. Government price fixing (the only legal kind) has the opposite effect of the public fraud of price controls. When the former is lifted the market generally finds the arms-length price to be much lower. But when the latter is lifted, the artificial shortages that have been created all come home to roost. California's self-created energy crisis is only beginning, but perhaps the implications will help return the electorate of the "whacko state" to the political mainstream...
