Ex-Fed's Rivlin sees Fed shifting to neutral but no rate cut Tuesday

Washington--Dec. 15--Former Federal Reserve Vice Chair Alice Rivlin said
Friday she expected the Fed to shift to a balanced view of the economic risks
at its monetary policy meeting Tuesday, but will refrain from cutting interest
rates at that time.

In an interview on CNBC, Rivlin said it would be better to try to stimulate
the economy through lower interest rates than resorting to a tax cut.
Interest rates work faster than a tax cut and would do more to boost
investment, while a tax cut would tend to spur consumer spending, she said.
She said there is "plenty of room" to lower interest rates, if such action
proves necessary.
Most analysts expect the Fed to abandon its prior view that inflation
remains the greater risk when it meets Tuesday, but refrain from cutting
interest rates until early next year amid signs that economic growth is slowing
significantly. End
