I thought that also but so far I've had no damage other than an annoying form. Another problem is I'm in Illinois and the collection company is in California.

I think I'll write the collection company and explain that I was using a prepaid service from FGI and when earthlink didn't honor the contract I let it expire.

I believe what the scam is about is earthlink lost a ton of FGI customers. Say they send out 1,000 of these forms and 10% spook and send the money, $180. That's $18,000.
