Clinton has told federal government agencies and the private sector to work together to determine by July 2001 which chunks of the radio spectrum can be offered to 3G systems in a September 2002 auction. He said in a statement that ``time is of the essence'' because if the country does not move quickly, it ``could lose market share in the industries of the 21st century.''

I don't think that the Japanese or any other country has the upper hand when a leading market like the US is nowhere near readiness for deployment into 3G. We shall see.
'hope this is not another case of trying to grow too fast for one's britches ala dot.coms.
