I'm saying that driving with a borderline BAC is not a surefire indicator of irresponsibility. The amount of alcohol in your blood stream depends on how much you drank, how fast you drank, how much you ate, how efficient your metabolism is, these are the main factors but the biggest factor is time. Blood alcohol goes up as you drink, but your body is constantly metabolizing it. If you stop drinking then it quits going up and starts to go down.

All you know when you take a blood sample or a breath sample is where the BAC is at that moment in time. Bush might have got in the car with a lower BAC and had it go up over time, so he wasn't drunk when he started driving. On the other hand, he might have got in the car with a higher BAC and had it go down.

My opinion at the time was that I could drive responsibly as long as I hadn't had "too much" to drink, which was subjective. I still think that, but I set the limit lower. So I do drive after having a maximum of three drinks.
