I agree, alcoholics can have a much higher BAC and still maintain control until they reach their own personal limit. My guideline for deciding whether a person was irresponsible was not only what their BAC was at the time of the arrest, but whether they had other problems with alcohol. Most people don't drink and drive after the first DUI arrest. Most of the rest stop after two. Anyone with three is a hard case. So Bush's one DUI doesn't bother me, maybe because I am from New Orleans and there is not much social stigma attached to drinking. You're allowed to walk down the street drinking an alcoholic beverage, you just can't get drunk. Cheney's two DUIs bother me, but I don't know the circumstances. If he was young and in the military, I'd think it was just youthful indiscretion. If he was older, that I would find troubling.

I realize that some people have a bright line. To me, it depends on the circumstances.
