Clinton is the very least of them if he had any effect at all.

While I think AG's overly aggressive rate increases are primarily responsible, Clinton is certainly not blameless in this economic downturn.

If there is ANY legacy that Clinton/Gore leave behind, it is the lack of a coherent energy policy, if not outright hostility to the energy sector. It is this lack of vision that has given us the highest natural gas prices I can ever recall, and left us more vulnerable to OPEC's whims than ever before.

9 years of economic expansion at the same time we suffered a contraction of energy independence. A ban on new refineries, and electricity deregulation while the energy industry that fuels it is increasingly regulated. Poor and fixed income households ECONOMICALLY PUNISHED by doubled heating costs due to Bill Clinton's environmental arrogance and utter contempt for the basic essentials of economic growth.

All of these will be the legacy of this outgoing administration.
