We happen to own a small (2,2 Megawatt) plant in Northern California and it is not running due to environmental restrictions which in reality are meaningless. If FERC suspended some of these arbitrary rules, a lot of cheap, clean power could and would come on line quickly. There are a lot of small plants in N Ca which could be producing at the flip of a switch.
