Are you sure? This is from the article.... The FTC decided otherwise, arguing equipment manufacturers and other companies can join the group at will, and royalties are set at a maximum of 5%. If the Japanese FTC has decided otherwise, they will have completely overturned the entire idea of IPR.... Slacker
