I don't see why there couldn't be a national standard for Presidential elections. How we elect our President is a federal issue. People joke about elections in Chicago where the number of people who voted is five times the number of registered voters. I don't think that's funny.

I was having coffee with a friend of mine who told me that when he was 17, and he's close to 60, so this was back when you had to be 21 to vote, he voted 5 times in one election. The party hacks took him from county to county and he voted.

One scam is to round up a bunch of layabouts, haul them all to a precinct, and tell them that they'll get $5 if they bring back a blank ballot. So the guy at the head of the line casts a blank piece of paper and brings back a ballot, the next guy casts that ballot and brings back a blank ballot for the next guy and so on until they've all voted.

As investors we've seen every dirty trick in the book, it should come as no surprise that dirty tricks are rampant in elections.
