I don't know, but thinking about it a bit, I arrived at an answer that would explain his choice.
Although he was set up in the middle of nowhere, on the map, his choice made a little bit of sense. He was just beyond the city limits of London, Ontario, a city that had just finished swallowing some neighbouring townships. At the time, London had profoundly difficult regulations for vending carts, coupled with equally prohibitive licensing fees. This guy may have felt it was not possible to operate within the city limits, and had no choice.
I knew the Mayor of one of the swallowed townships. He operates a farm, and was very concerned that his farm is now located within the city. When asked if there was any difference noticeable immediately, a rise in taxes was the only change.
