I would imagine that Q could simply cancel the contract for failure of consideration, illegality, impossibility of performance, or any number of other contract law defenses. Under such a law, Q may not be able to collect the 5, but it is highly unlikely that Q would be forced to permit the use of its technology on terms it has not agreed to, thus putting pressure on the legislature of the country in question to repeal the law (or to never enact it to begin with) so as not to foreclose participation by domestic firms needing the Q's IP to compete.
