If you take Gore's logic on the will of the people to the logical end, Bush would win since the total population of the counties in which Bush won exceeded the total population of the counties in which Gore won. The only thing that really counts is the clear and unequivocal will of the people. Idiots like Clinton and Gore think that 43% and 48% of the popular vote, or Gingrich with 54% of the House, indicate a clear, irreversible mandate.
