I think there is a good possibility that the absentee ballots could make George Bush the winner in the popular vote, but they are not going to be counted because that costs money, and in some states it is probably illegal, as well. In many states, after the election the ballots are either sealed or destroyed, and are not subject to FOIA.

I assume that Dubya won the popular vote anyway because, as you point out, more absentee voters voted for Dubya. Works for me. ;^)
