I corrected the link. It should work now. In that link, safe harbor is dealt with. Conclusion: Given Hawaii's experience with late electoral college electors, the safe harbor was no safe harbor at all. I think the link deals with it nicely. Any commnets on if what happened in Florida had happened in Nicaragua? Although I haven't checked the board thoroughly, I posted the Nicaraguan link three times today and I don't think anyone responded.
