great question! in other words what's to stop a group of us from making a tender offer for a stock trading well below cash value? first you would need to find a stock where the public float is greater than insider control. if you get enough investors to gather , we could easily offer a tender for say TMNT at $1.50 per share or less, since they have over $3 + in cash
