I find it very odd that IBM says that SOI becomes increasingly important the finer (lower Leff) the process, whereas Intel claims the exact opposite

IBM's findings are based upon observation, Intels are based upon supposition. Who are we to believe? I guess it could be that IBM were comparing their 0.13 SOI process with a dud non-SOI process, but whatever else you think of IBM, they have great research labs.
