I don't think the required action needs to be on the level of open heart surgery...I think a minor incision will do nicely.

Bush's proposed tax cut is pretty much a minor incision. Saying "a $1.3tril tax cut", makes it sound big, but thats over a 10 year period where the GDP total might be over $100 trillion.
