You are not thinking or listening -- so let me try again, with an example: Over the country as a whole, a 48-48 split is likely. In differing districts, the split is likely to follow the split in that district. In Montana, Bush probably got 65% of the undervote. In New York, Gore probably got 60% of the undervote. In New Hampshire, Bush probably got 50%, Gore 48%. However, when you add up all of the different districts nationally, since Gore won nationally by 540,000 votes, the undervote nationally is likely to tilt ever so slightly to Gore - 48.5% to 48.1%. Get it??
