Thank you for the news release. On delisting see my previous posts relating to Nasdaq delisting.

On the news release, you can see the repackage of Optisel from MSEL's US division. It created a stock(new issue of Optisel) and cash($120 million) package which has some income from the logistic part of the business. This financial planning is necessary, also to contain burn rate by slashing MSELUSA wages and salary(layoff of 200 people).

As you can see, this is part of restructuring of properties, creating stock of Optisel which has value. But will it be enough and faster to achieve breakeven, we have to wait and see. Maybe more asset(Canada and US operations) sales and left with Optisel which should be spinoff to stockholders.
