The fed sets monetary policy, which is not the same as fiscal policy.

Of course, I guess you need somebody to blame down markets on. Bush anticipation only applies to up markets, right? Can't blame it on Gore any more, so the forward looking markets are inexplicably looking over their shoulders at Clinton, I guess. I imagine he bloviating pundits of the right will be pushing that line extensively in months to come, if problems continue.
