I would maintain that a lot of people who bought in high, did so with funds from previously highly profitable stock sales. The net effect is that they still have a reasonable gain from the past couple of years, however their current holdings will have a basis such that further sales will not incurr capital gains taxes (since it will be a loss). I see a decline in governmental revenues over the next year or two even if the economy continues to grow.
