AG started to hike in June 1999. The DOW has gone sideways since then. The NASADQ kept right on going and peaked in March of 2000. The NASDAQ was the bubble. Because of Clinton tax cuts there was plenty of money to feed it.
Coming off a bubble like that, things always look relatively worse when run away sectors get taken down.
Hikes are a broad stroke.

Just like blaming it on Bush. The difference is that Clinton is in office and should take the blame because he took the credit when the markets went up.
