Greenspan gave no indication that he was going to cut rates. Bush has been pushing the tax cut for some time any recent statements he made were consistant with that not a sudden surprise for Greenspan and the rest of the Fed board.
Your assertion that Bush's recent comments caused the Fed not to lower rates and that they would have lowered rates had Bush not said anything, can not be proven false but there is no evidence to substantiate it.
