...The explanation was interesting -- the Dems have a high proportion of semi-illiterate or illiterate voters, non-English speakers, and first time voters (not to mention felons) who tend to make more ballot mistakes.

Even more interesting was the fact that the Democrats had no faith in the voters, legal and otherwise, that they were herding to the polls. Many of the votes they lost were due to specific voting instructions that were meant to overcome the perceived weakness of the voters, as the instructions simply turned out to be wrong. In the case above, the specific instructions were to vote on every page, when in fact the presidential race overflowed onto a second page. In Palm Bay County, the instructions were to punch the second hole, not realizing that it would be Buchanan rather than Gore.
