If you were GWB, would you have wanted to inherit the position when the naz was at 5000 or when it is at 2350? When I take on a new role at work, I absolutely don't want a position that is running smoothly. Heck, I'll that I can accomplish is to screw up a good thing. But if everything is all screwed up, I can look like a hero. Maybe AG is setting GWB up for the big win.
