I disagree, he has little or no basis for his assertion and makes it clear when he states:

He notes that "we are not reducing our revenue or earnings forecasts for this year or next.... Longer term, Cisco remains one of our favorite picks."

If the problem was that the market will not longer tolerate valuations like those found at Cisco, he should have left it at that. But to imply that the downgrade is based on what is happening to Cisco fundamentally and then say that he doesn't expect it to affect earnings or revenues is downright disingenuous.
