you are correct; the demand side of the equation is going down, but this statement needs to be clarified. the demand portion is going down clearly in large companies for consultive IT effort; internal IT labor is in demand, sourced/external IT labor is on the out.

if the project load in corporate IT dies down; then over a period of two years you will see demand for all IT labor fall. this however is a stretch as opposed to reality. as a matter of example; i'm the director of IT for a fortune 250 company; and my budget for IT spend next year is 30% higher than my FY2000 spend.
