Interesting article, Charley, and it raises some good points. But, don't discount the threat. As anyone who has a firewall knows, just about every computer on the internet gets several unwanted port requests and/or pings every week. Many, if not most, of these trace back to either unknown closed sites or to a few less-than-savory information collectors. It is well known that the PRC intends to cripple the net in the event of any future difference of opinion with the US.

The net now represents, what, 8% of US commerce? And much more than that for information flow. Loss of the net would cripple broadcast news agencies.

Point is, the article describes typical gov't ham-handedness in dealing with things. But, it is not to say that the threat doesn't exist.
