Maybe, but maybe not. I have been very critical about many things that Intel has done in the last year. On the issue of unnecessary price cuts, however, it is difficult to place blame anywhere but with AMD. AMD has suffered more than Intel as a result.
Is the damage AMD has suffered in the last 6-8 months really worth the 1-2% market share increase they have supposedly gained? I am not hooting at AMD's current woes. God knows, Intel is not exactly setting the world on fire. Market forces beyond the control of either company have certainly played a major part. But with AMD parts selling for 1/2 of Intel parts, I just don't see Intel contributing to this problem to the same extent as AMD.
