It is my understanding that NASDAQ reports what is reported to it by its member firms, so if both the rep of the buyer and the seller report the actual share is reported twice in the volume.

Concerning the float, first don't believe a damn thing that gets published from Barrons, even their dictionary is suspect with me. However, you must take into account that if a share is borrowed and then sold short it now has two owners. If a company has a 10% short position it actually increases the public float by 10%.

The Library of Congress report was published in 1991. The House Sub Committee was the Commerce and Consumer Committee Hearings on Short Selling Activity in The Stock Markets And Its Effect On Small Companies And The Need For Goverment Regulations. Big Title! The Library of Congress # is KF27.G634 1989e Control # 91600428. It can be ordered thru Sup. of Documents at 202-512-1800. It is almost impossible to get through. I found it at the Cleveland Public Library, Goverment Documents division, 216-623-2800. It is on micro-fiche. Published in 1991 #Y4.G74/7:ST 6. There is a service that they can refer you to that can copy and mail the report to you.
