I don't know who is responsible for what but does it really matter? How else does an emerging small company bring eyes to its story? Admittedly a majority of small companies amount to nothing but for the few who are serious what other avenues are there? The established companies do the same thing with secondary's or IPO's to big houses. They take in the stock at a discount, get their in-house analyst to tout it and then send their broker network into action to sell the stock at higher prices to their retail investors. Same process but the little guy has to do it themselves. Not enough money in it for the big guys until they become big enough.
