I wish I could recall the details of the story Powell tells in his autobiography. Some poobahs from the State Dept and the military were discussing tactical options for the Balkans and Powell kept shooting down the more bellicose suggestions. At one point Albright says to him, "What is the point of having this powerful military if you can't use it"?

He wrote that he almost had an aneurysm.
