Looks like somebody might have finally figured it out in the ROK: "Most of the equipment market will probably go to foreign manufacturers."

Phone Award Raises Concern On Duplication of Investment
by Choi Ji-young

Although licenses for the third generation of wireless communications, called IMT-2000 in Korea, have just been given to SK Telecom and Korea Telecom, many experts in the communication industry are worried about the new business's future.

Looking back to Korea's experience with personal communications services, the last new type of cell phone service to be introduced here, companies will probably make overlapping investments, industry experts said. Because relay stations already exist for current mobile phone services, some experts say the companies should find a way to reuse them to reduce the burden on both the companies and customers. One trillion won ($829 billion) has already been used to invest in duplicative relay stations. The fact that stock prices of Korea Telecom and SK Telecom fell on Dec.15 when the licenses were handed out also suggests, these experts contended, that there is skepticism about predictions of profitability. The firms are expected to show a profit around 2005, but the investments needed until then are expected to reach 3.5 trillion won ($2.9 billion).

There are worries about where the equipment market profits for IMT-2000 will go. The market is estimated to reach 7.8 trillion won ($6.46 billion) by 2005, but insiders in the industry are afraid that most of the core technology is owned by foreign firms. "With the W-CDMA service, it is very unlikely the domestic firms will be able to develop the main chips for the important dual-mode mobile stations when service starts in 2002," said an LG Investment and Securities analyst. "Most of the equipment market will probably go to foreign manufacturers."
