How can we bottom when bullish sentiment remains so high?

I dont have this weeks Barron's, but as I recall, there was a drop on AAII sentiment to about 31% bullish, but I believe it must get into the 20's to be significant.

I believe investor's intelligence has remain over 50% bullish - I know my own broker is absolutely convinced that the rally has been delayed but not cancelled

and I know the Ameritrade Index continues to show heavy buying into declines, demonstrating that online traders/investors are not throwing in the towel

Helene Meisler over on RealMoney.com did some research and found that the last time bullish sentiment [as measured by investors intelligence] remained so strong in the face of 30% declines was in the 73-74 bear market

so personally I do not believe that we have seen "the bottom", and in fact I note that the recent steep declines in the NDX in Dec reached levels that some commentators had targeted as the end of the 3rd leg in the bear market in 1st half '01.

I had believed that this rally would take us over 3000, but I am now wondering if it will take us out of the down channel in the NDX, and if not, then I would see a rally back only to 2800, and then a continuation of the slide - the charts dont look to good, Fed ease or not
