The power supply fan is the loudest component in my system (even with a "louder" heatsink/fan combo). The new HD seem to be very quiet, most noticeable when in the same system as an older model. The 52X CD-ROM sounds like a helicopter revving up but software installation is very quick. I believe there is a market for ultra-quiet machines (such as the fanless iMacs) but AMD still lacks any products which could fit in such units. A mobile (low voltage) Intel processor would likely be very suitable. The G3 chips in the iMacs draw less than 10W, IIRC, and the entire system was designed to provide for natural convection cooling (they are warm on the top in the stores).
