I agree that the the basic tension between self-interest & altruism is derived from one's perception.

Any particular behavior is the result of a mixture of both attributes when the perception is of higher order than one-on-one interactions: family, tribe, union, nation, race, profession, etc. Even a decision to vote or not, or for or against which candidate, is a personal resolution of the tensions on many levels between self-interest (candidate "A" will raise my taxes) & altruism (but he will improve our military defense posture).
