We don't elect people strictly by popular vote. If that were the case, there wouldn't be a need for dilineation of the House of Representatives. It's clear that there's a large differentiation of interests and needs by locality, and that an election by popular vote fails to address those different interests. Considering that the total population is over 250 million, a half million doesn't amount to a hill of beans in mandate any more than a majority of one electoral vote over the requirement.
