Hi In. The problem in California is that it is costing utilities more to produce electricity than they are allowed to sell it for. Although there is deregulation, there is a temporary cap on the cost to protect the consumer.

No one imagined that the price of NG would hit the cap so soon, which was short visioned and ill advised to say the least. That's one of the themes behind the pending law suits
and a quick answer to your question.

Ditch provided us with excellent sources for state by state
breakdown of deregulation status.

ps I did some daytrading today before I left the house and went to work. The way I did it is I put in some orders on my computer and the orders took. During lunch I checked my acct. and put in sell orders. This is a confession for Davey in case he wants to know if I daytraded. This should clear up exactly how I did it and I will post more info to Ken W. in a few minutes detailing what I traded. Hope that this information will help Davey sleep better at night.
