Maybe I'm too optimistic, but I think Globalstar is still being marketed to the wrong groups. Oil rig workers, as you note, are only a minute percentage. Law enforcement agencies operating in remote areas, or areas where the terrain is such that ordinary radios using line-of-sight transmissions to a ground based antenna, seem to be the most logical market in the short term. The cost of individual radio systems for law enforcement agencies is very, very high, much higher than the cost of Globalstar, which is even more secure. The only obstacle that I have found is a reluctance among traditional law enforcement agencies to accept anything new that they didn't think of themselves. Art
