You know a lot. Back in the 70's and 80's, when the world was still trying to adjust to the effects of OPEC's actions, the French looked into the future, and made decisions.

First, they surveyed all the available nuclear technologies, and selected the best available for their purposes. Then, they standardized everything: plant design, fuel transport, reprocessing, handling, all methods, all practices, everything. They engaged in a vigorous, nationwide program of plant construction, based on standardization.

The result? Engineers can move from one plant to another, anywhere in the country, and will know immediately what they are dealing with. Safety procedures for each plant are the same, from one end of the country to another. A qualified corps of dedicated professionals, of considerable depth and experience, is available at all times.

And the people of France will never again face the prospect that they faced in the winter of 1973: the possibility that millions would freeze to death in their apartments, because of the vagaries of the international energy market.

At some point, we will again face the same dilemma. Many would argue that the time is now.

Regardless, let's hope that we start to make some sensible decisions.
