How to analyse technological advancements?

By product cycles. Not to fast, not too slow. Does it have a 10 year span possible? What is competition and their product cycle?

Some people go by percentage of revenue the company spends on R&D as a measure of technical know how. Many R&D people are asleep on their jobs without direction. Most R&Ds are base on chasing the news items that comes along by competition.

Management target, to position themselves, probably has the most sense. IBM is now re-orienting their R&D to evolution of products rather than Ivory tower approach of managing Research. This, of course, means they know the ultimate technology is quantum physics and the limitations there of; predicting uselessness of R&D, to research something that can be model-ed on computers.
