OT - Joe, I live in PA (where Verizen is my TELCO) - yes, it is partly due to the TELCO, but also what I have learned is that the ISP and the CLEC do have a lot to do with it as well. They all need to coordinate, and some are better and can bring more pressure to bear than others.

however, before anything can get moving - you need to be close enough to your local telco's switching office to qualify - and then either your local teloc or a national CLEC needs to have the proper equipment installed there.

I was amazed at the hassles, red tape and incompetence I encountered - at all levels - before finally finding a provider that could get things accomplished. No wonder the industry is in bad shape. FWIW, this site has a wealth of knowledge on the industry - and can do preliminary checks with all major proiders in your area on preliminary qualifying:
