I think I figured it out. It would appear that CCUR is
being punished for working with non Scientific Atlanta networks. Pioneer was supposed to get something working
before year end. And it looks like they could be the drag.

The rumored CCUR cities for Time Warner so far are
Houston, Central Florida, somewhere in the Carolina's
or Cincy(although I never saw anything on Cincy).
Houston never made sense as a CCUR city with SEAC in Austin.
But if SEAC did not work with Motorola then it makes sense.

The assumption is that the server must be turned on and VOD
ready for the sale regardless of when it shipped.

Central Florida uses Pioneer set tops (passport)

Charlotte uses Motorola

Houston covers it up too well so I can find the set top
only that it used to be a TCI partner and they were stronger
into Motorola than SFA.

Cincinnati uses something I have never heard of called
a Mediadek.
