And to add to California's problems, soon Richardson will no longer be in a position to order Northwest Power producers to sell power to EIX/PCG who can't pay their bills We had bumper stickers in Michigan in the 70's that said "Will the last person to leave Michigan please turn off the lights?" California's could be "Will the first person to leave California please turn ON the lights?"
