Yes, you can get a cross-over using stochastic but if no momentum is present then the resulting move up will be small. The angle of the black line is one key in measuring momentum. The steeper the angle is the more aggressive the move up should be.

An additional tool I use to measure momentum is how far the red bars on the MACD indicator have pulled below the zero neutral like. The farther from that line the bar tips are, the more momentum with be in a move up once a buy signal is made.

This may help you a little.
