I think the 'harm' comes from poor Market Requirements Documents that become the basis for their standardization.

Not all cars can be designed to use 205/50/15 tires, any more than ALL traffic lanes must be 8 feet wide.

The SWAP 1.0 'standard' of HomeRF might be an example of 'better is the enemy of good enough', and SWAP 1.1 was chosen principally for time to market [ the bane of BRAN Hiperlan2 ].

I do not know if the balance struck by pan-European standardization/regulatory bodies is 'beneficial' to industry ;-)
