these are problems that built up over many years -- there's no quick fix to this -- it's the fault of the regulators -- both at the state level and federal level.

The best solution may be to let them go bankrupt, someone else buy them out for a lot less -- with less embedded capital, if they are allowed to charge market rates -- they might be able to start building some plants in a year or two
