From what I understand, the regulatory licenses are a use it or lose it proposition in North America. If the regulatory commission believes that a SP can not use the spectrum, they have 30 days to demonstrate or convince the regulatory commission that they can otherwise the spectrum goes back onto the marketplace. G* and some others just recently did this with their Sept. US renewal.

Without the constellation, G* could contest the license and the SPs would have to respond. Since all of the paper work has been done, G* could seize the license from the SPs if they have a gateway for that territory. The point is that these licenses are not captive.

PS: BTW, I like your Mr. bondholder scenario. I just feel that it is a last resort card that BS has, as oppose to a primary strategy. If it is not done right, you could disinfranchise the lending community from not only G* but also LOR.
