"We had a proposed system to handle missile defense of say Washington for a limited strike "

Was that Safeguard by any chance? If so, that was a two stage system, Spartan to hit missiles out of atmosphere, and Sprint for point defense. A big problem with the system (other than the large radar complex) was these were nuclear missiles. And some started to wonder if the EMP effects of our defenses would do more damage than a limited nuclear strike. Because in the long run, does it really make a difference if you are atomized or just starve to death because the whole infrastructure got hosed?
